



Aligned with his principles of Bagong Pilipinas, President Ferdinand “Bongbong” R. Marcos Jr. officially announced the appointment of third-level positions of the Teacher Education Council (TEC) Secretariat, following the endorsement of Department of Education (DepEd) Secretary and TEC Chairperson Sonny Angara. The rigorous selection and appointments are made in accordance with Republic Act No. 11713, also known as the “Excellence in Teacher Education Act.”
The following have been appointed as directors:
- MR. NEIL VINCENT C. SANDOVAL is now the TEC Secretariat’s Deputy Executive Director III. He has acquired experiences and skills that are critical for a deputy to possess as the OIC-Director IV of the Bureau of Curriculum Development (BCD) at DepEd Central Office and Chief Education Supervisor at DepEd Schools Division Office (SDO) Makati City. These include team management, budget oversight, and project development and implementation relevant to basic education curriculum and performance standards. Mr. Sandoval holds a Doctor of Philosophy in Education major in Curriculum Design, Development, and Supervision, graduating Magna Cum Laude.
- MR. ANGELITO R. CORTEZ JR. takes on the role of Director II of the Quality Pre-Service Teacher Education Office. His leadership as a Supervising Education Program Specialist of the Bureau of Learning Delivery–Student Inclusion Division at DepEd and his prior service at the Commission on Higher Education (CHED) underscore his capabilities in national education program delivery and knowledge of pre-service teacher education. He completed his Doctor of Philosophy in Education major in Educational Management with an academic distinction award.
- MR. FREDIE V. AVENDAÑO assumes the position of Director II of the Quality Teaching Office. As Assistant Schools Division Superintendent (ASDS) in DepEd SDO Quezon City, he possesses a grounded understanding of the needed policy reforms for elevating teacher and teaching quality and was also honored with a Distinction Award for his work as ASDS. His skills encompass strategic and operational planning, resource management, and curriculum implementation. He earned a Master’s degree in International Development major in Education and Human Resource Development in Nagoya University in Japan as a scholar of Asian Development Bank.
- MR. ADRIAN LAWRENCE P. CARVAJAL has been appointed Director II of the Student Incentives Support Office. As a Supervising Professional Regulation Officer at the Professional Regulation Commission (PRC) and prior experience as dean and faculty in higher education institutions, Mr. Carvajal has contributed significantly to programs, projects, and research initiatives related to teacher education and professional development. He completed a Doctor of Education major in Management, where he also received the best research award.
The recent appointments signify a critical development in the government’s strategic efforts to reform and elevate teacher education in the Philippines. With enhanced leadership capacity, the Council and its Secretariat are well-equipped to execute its mandate, ensuring that the teacher preparation and continuous professional development.
