One of the TEC Mandates is to design collaboration programs or projects that will enhance pre-service teacher training, in-service training, re-training, orientation and teacher development.

A consultative meeting was conducted and attended by the technical working group of the project, Dr. Celina Vega, Dr. Esmalia Cabalang, Dr. Dinah Bonao and Dr. Soraya Faculo. Together with them was the Deputy Director of RCTQ, Dr. Jennie Jocson.

Dr. Evelyn G. Chavez, TEC Zonal Representative for Mindanao and Focal Person of Coaching and Mentoring discussed about the proposed project. Attendees shared their viewpoints and ideas regarding the project. They also agreed on the content of each session like: Module 1 for the Basic Elements; Module 2 for the Beginning Teacher Indicators based from PPST; Module 3 for Coaching and Mentoring; and Module 4 for Suggested Tools. The focal person also suggested format the and structure for the module writing. DepEd Order # 3 s. 2007 should also be considered in identifying the content of each module.

The purpose of coaching and mentoring is to capacitate more cooperating teachers (CTs) by providing them meaningful coaching that could help student teachers. Based from practice anyone can be a CT but considering PPST, the criteria should be a master teacher and they should have at least 3 years of experience and have the capacity to mentor. The school heads should also have a competency in coaching and mentoring should also be considered. In addition, a close collaboration also with TEIs who used to provide pre-service teachers with content.

Dr. Jocson clarified that PSTEL (Pre service Teachers based on Experiential Learning) will no longer be used but instead use PSTePT (Pre service Teachers Practice based Training). That she also clarified that the training should come up with a general intent which is to capacitate CTs in providing meaningful coaching and mentoring experiences.

During the development of the learning resource package, the TWG suggested to have a clearer definition between coaching and mentoring. A clearer objectives of the workshop, and the relevant content of different sessions. RCTQ was also requested to conceptualize the flow of the workshop.
